NOTICE IS HEREBY GIVEN that sealed bids for the construction of sidewalk and handicap ramps along Rubicam Avenue will be received by the:

Township of Abington
1176 Old York Road
Abington, PA 19001

until 10:00 AM prevailing time on September 7, 2023. Bid results will be released online via the PennBid Program at www.PennBid.net

The Bids will be received for the following Contract:

Community Development Block Grant
Rubicam Avenue Sidewalk Installation

The project consists of the construction of Sidewalk, Curbs, and Curb Ramps and miscellaneous work as shown on the Drawings.

Bids will be received online via the PennBid Program and all documents and solicitation details are available at no cost at www.PennBid.net Questions must be submitted via PennBid by August 31, 2023 at 4:00 PM EST. Submission of a question does not guarantee that such question will be answered.

All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid; or to reject any or all of the bids.

The bidder is specifically advised that the project is receiving Community Development Block Grant (CDBG) funds pursuant to the Housing and Community Development Act of 1974, as amended. Consistent with other Federal programs, CDBG requires various Federal laws, regulations and guidelines the successful bidder and their Subcontractors must comply with including but not limited to: Title VII of the Civil Right Act of 1964 and Executive Order 11246; 29 CFR Parts 1, 3, 5, 6, and 7 Davis-Bacon Act; 40 U.S.C. 327-333 Contract Work Hours and Safety Standards Act; 24 CFR Part 75 Section 3. The successful Bidder must comply with the U.S. Department of Labor Davis Bacon Wage Rates.

A Certified Check or Bid Bond drawn to the order of Abington Township in the amount equal to Ten percent (10%) of the amount of the Bid must be submitted with the proposal as Bid security. The original Certified Check or Bid Bond should be submitted to the Township Director of Engineering within 24 hours of bid submission on PennBid.

All proposals shall be submitted in accordance with the INSTRUCTIONS TO BIDDERS, Paragraph 14 - BID SUBMISSION.

Abington Township hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids submitted; and also reserves the right to waive any informality in Bids received, but any contract awarded will be to the lowest responsive, responsible Bidder.

NONDISCRIMINATION IN EMPLOYMENT

Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for Bidders and Contractors under these enactments are explained in the Specifications.

Except as otherwise provided by law, no Bidder may withdraw his Bid within sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants.
